Meantime, however, circumstances have somewhat changed a proposal being mooted for admitting the various Colonies to the Universal Postal Convention of Bern. If its proposal be accepted a postal convention as was discussed last year between our respective Governments probably after a very short period would have to make way for new regulations. To obviate this inconvenience, I have thought it better to draw up a new convention, framed on the principles of the convention of Bern, and therefore being apt to remain in force after the above-mentioned admittance of the Colonies.
In accordance with these considerations I have the honor to submit for your Excellency's approval two copies, signed by me, of a postal Convention, based on these principles, and to request Your Excellency will sign them, and return one of the copies to me as soon as possible. By this means the convention may come into force on the first of January 1877.
I may add that the same proposal has been made to the Governor of the Straits Settlements, who entirely approves of it.
